Commission hears maintenance issues uncovered in courthouse renovations; board signals use of reserve for fixes and EMS roof

During the March 25 Atchison County Commission meeting, county staff reported unexpected maintenance issues discovered during courthouse renovation work and recommended the commission approve payment from county reserves after invoices are submitted.
Maintenance reported several uncovered problems in the renovation work upstairs (plumbing and electrical items) that were not included in the maintenance director’s operating budget. The maintenance director estimated best-case additional costs of about $6,000 and worst-case up to roughly $10,000 for the items uncovered; the EMS roof replacement was later estimated to be not to exceed $20,000.
The finance director told the board the county has surplus receipts in insurance premium and workers’ compensation lines (approximately $69,000 and $44,000 higher than anticipated, respectively) and that the combined surplus could be rolled into reserve. Commissioners agreed it would be cleaner to roll the surplus to reserve and then pay the unforeseen maintenance invoices from the reserve with formal commission approval of each invoice.
The commission also received the February EMS report from EMS Director Corey (filed), a routine receipt-and-file action recorded 3–0. Commissioners directed staff to present invoices for the uncovered courthouse work and the EMS roof estimate so the board can approve payments from reserve funds.
Ending: Staff will submit invoices for the uncovered renovation work and the EMS roof; the board expects to consider those payments from reserve in a future meeting after formal invoice presentation.
