The board approved the following orders (all recorded as approved by the commissioners present):
- Order 25-48: Accepted the retirement of Curtis Robbins, battalion chief, Richmond Fire Department, effective March 31, 2025. The order thanked Robbins for service dating to February 2005.
- Order 25-49: Accepted the retirement of Ricky Howard, equipment operator II, Public Works, effective March 31, 2025; service noted since 1998.
- Order 25-50: Hired Micah Bridal as Equipment Operator I in the vehicle maintenance department at $18.75 per hour, contingent on successful preemployment requirements and with a one-year probationary period; effective March 31, 2025.
- Order 25-51: Adopted a set of updated job descriptions and pay-grade updates across departments, including positions in the Police Department and a Parks Athletic Manager related to the new park property.
- Order 25-52: Accepted the early resignation of George Robbins from the ambulance board, effective immediately; the order noted service since February 2014.
- Order 25-53: Hired Robert Foster as Firefighter I contingent upon background checks, effective May 31, 2025; the position will serve a 12-month probationary period at pay grade noted in the fire pay scale.
- Order 25-54: Accepted the resignation of Althea Kazi, human resources director in the administration department, effective April 11, 2025.
- Order 25-55: Accepted the resignation of Rachel Pingleton from the codes enforcement department, effective April 4, 2025; service noted since February 2018.
- Order 25-56: Awarded the IT server-replacement contract to Volta Inc of Frankfort, Kentucky, for $112,436.17 to be paid from the IT department capital outlay equipment budget; the mayor was authorized to execute the contract. City staff noted the bid came in under the $150,000 budgeted amount.
The board also approved minutes from the March 11 regular meeting and the March 20 workshop meeting.
City Manager announced three nonvoting items of note: the new little-league field will have a ribbon cutting on Saturday, April 26; the city opened turf bids for a new park with multiple fields; and staff met with the local youth soccer organization (Musa) about planning for the park. Commissioners asked staff to post the 9-1-1 fee-formula document on the city website so residents can view how the new fee is calculated; staff said the formula was developed by a multi-jurisdiction working group and that the final document is public and can be posted.
The commission voted to go into executive session under KRS 61.810(1)(f) (personnel), returning later with no action taken and then adjourned.
