Atchison County approves $39,001 culvert purchase and authorizes bid for new road-and-bridge facility

The commission voted 3–0 to approve the purchase order to Wellborn Sales, to be paid from the 2025 Road & Bridge culverts line item. The board later voted 2–1 to allow Road & Bridge Superintendent Joe Snyder to go out for bids to build the building shell (concrete floors and stubbed utilities) and then complete interior finishes later, using proceeds from the Senior Village capital account.

Commissioner concerns included preserving reserves and whether to spend cash on hand versus borrowing. Commissioner Noel said it was time to start the project to secure contractors and “get the ball rolling,” while another commissioner expressed caution about spending cash-on-hand before the county’s full budget process was complete. Finance Director Mark reviewed the county’s position and said the planned use would stay within the senior-village capital budget.
The motion the board approved authorizes soliciting general-contractor bids to build the structural shell (concrete work and utilities stubbing) with finishing work phased later as budgets allow. The minutes record the vote as passing 2–1.
The commission also discussed oversight steps to ensure any construction commitments stay within available capital and to re-examine financing before signing contracts. Supervisors said they plan to scrutinize bids and budget impacts before final contract awards.
