Keizer Arts Commission adopts $6,000 budget request to city, allocates funds for utility boxes, preservation and street art pilot

The Keizer Arts Commission voted to submit a $6,000 budget request to the city, allocating funds across several priorities: three utility-box wraps, the holiday card, mural preservation and a placeholder for a street-art pilot program.

Under the motion approved by the commission, the requested funds were broken down as follows: $2,400 for three utility-box wraps (estimated $600 per wrap), $200 for the holiday card, $500 for ceiling/preservation work (graffiti-resistant sealant and related conservation), and $2,000 as a street-art grant placeholder. The commission also left an $800 undesignated cushion to address cost overruns or unplanned needs.

Members discussed details of preservation work at specific City-owned sites, including the mural/sealed surface at Kaiser Rapids Park restrooms and the need to confirm whether an existing sealer will accept new paint. Commissioners noted public-works coordination will be required to confirm materials, whether sealant was applied previously and whether painting will require a lift or different application methods (brushed vs. sprayed). The commission asked staff to check with public works on sealant type and paint availability.

The motion to adopt the $6,000 request was moved, seconded and approved by voice vote. Staff and commission members will follow up on the preservation scope, equipment needs (scissor lift or cherry picker), and a plan for utility-box installation and street-art grant guidelines.
