Council approves minutes, consent calendar, multiple annexations and bond marketing documents in unanimous votes

At its March 25 joint meeting the City Council approved routine minutes and consent items and confirmed a series of annexations into landscape, flood control and community facilities districts that will allow development projects to be served by maintenance and CFD financing. The council also approved preliminary financing documents to permit the Paris Joint Powers Authority to market bonds for two community facilities districts.

Minutes and consent actions - Council approved the minutes of the Feb. 25, 2025 regular joint meeting (motion by Councilwoman Nava, second by Councilman Corona). Vote recorded 5-0. - Council approved minutes of the March 6, 2025 special joint meeting (motion by Mayor Pro Tem Grama, second by Councilman Corona); the clerk recorded a roll call showing Aye: Corona, Rab, Vargas; Nava abstained. - The consent calendar (items 10a–10l) was approved in a single motion (motion by Mayor Pro Tem Rab, second by Councilman Corona). Annexations and ballots (public hearings waived or held with no speakers) Staff presented 11 separate public-hearing items (11a–11i) that together annexed multiple development parcels into the city’s Landscape Maintenance Districts, Flood Control Maintenance Districts and Community Facilities Districts (CFDs 2001‑3 North Paris Public Safety; CFD 2018‑02 Public Services; CFD 1‑S South Paris Public Services). Bond financing documents - Council approved a set of preliminary marketing documents and a continuing disclosure agreement related to a proposed bond sale by the Paris Joint Powers Authority to finance public facilities for CFD 2021‑1 and CFD 2022‑1 (presentation by Jim Fabian, Fieldman, Rolapp & Associates). Staff said the preliminary official statement and continuing disclosure agreement were necessary to market up to roughly $16 million of bonds; council approved the related resolutions and documents in a single motion 5-0.

Where required by law staff opened ballots and confirmed the ballots were marked in favor of the annexations; the council then adopted the resolutions. The council did not hold extended debate on most of the individual annexation items; staff waived detailed presentations and no members of the public addressed those items during the hearings.
