City schedules strategic‑planning workshops April 4–5; council to consider lot purchases for self‑help housing April 22

City Manager Dr. Stone James told the council the long‑awaited strategic planning session will be split across two days: a departmental overview and public briefing at 5 p.m. on Friday, April 4, followed by a visioning and strategic planning session beginning at 10 a.m. Saturday, April 5 (location to be City Hall or Freedom Plaza depending on technical arrangements).
Dr. James said the Friday session will present department activities, staffing levels, recent accomplishments and material expenditures expected over a five‑year horizon. The Saturday session will be a visioning event to identify long‑term goals and begin work on 1‑, 3‑ and 5‑year objectives. Staff asked participants to treat the sessions as workshops rather than decision meetings.
Dr. James also said staff anticipates placing an item on the April 22 council agenda proposing purchase of lots that could be supplied to a self‑help housing program; staff and the city attorney will present additional details and potential buyers at that meeting. Councilmembers and staff also noted ongoing conversations with Boys & Girls Club and other community partners about program needs and summer services.
