The council considered MOUs for two parcels: 10603 East River Street (the Tanner Family Trust parcel) and 10555 West River Street (the Truckee River Partners parcel). Binkley described deliverables, estimated consultant costs and staff hours: for the Tanner parcel she recommended up to $75,000 in consultant costs plus staff time (40 CDD staff hours and 100 economic vitality hours) and for the Truckee River Partners parcel she recommended $50,000 in consultant costs plus staff hours (30 CDD hours and 75 economic vitality hours). Binkley said an economic‑vitality staff‑hours line was omitted from the presented Truckee River Partners MOU and would be added prior to execution.
Public comment included R2SC Chair Joan Jones, who praised the committee’s forward‑leaning, non‑traditional approach of moving to “get some work done” rather than producing a plan that “sits on a shelf.” Property owners from both project parcels — Jan Holland for Truckee River Partners and Mark Tanner for the Tanner Family Trust — spoke in favor of the MOU approach and told the council they had invested significant time and money in site planning.
Council deliberations emphasized speed and flexibility. Several council members commended the R2SC volunteers and property owners for collaboration and described the approach as a practical alternative to a corridor‑wide master plan that could be costly and slow. Council members asked staff to incorporate the MOUs into the town work plan, provide regular progress updates and ensure R2SC receives status reports as work proceeds.
Vote: Council voted unanimously to authorize the town manager to execute the MOUs and expand the Tanner parcel visioning exercise. The council recorded a unanimous vote in favor among members present; two council members were absent.
Ending: Staff said sufficient funding for the consultant work and staff time is already allocated in current and upcoming fiscal‑year budgets and that staff will return with status updates to R2SC and work‑plan reporting.
