The Twentynine Palms City Council approved a motion authorizing the city manager to enter into reimbursement agreements with applicants and consultants for environmental impact reports and related studies, a measure the council passed unanimously.
City staff explained the change is procedural: rather than bringing each reimbursement agreement back to council, the city manager would be empowered to execute agreements so studies can proceed without waiting for a council agenda. Staff stressed the agreements require an applicant deposit to cover costs and that the applicant would reimburse the city — “it’s not an IOU,” a staff member said during the meeting.
Community commenter Carlos Blandon urged the city to require bonding or deposits to ensure developers do not abandon sites after work begins and called for transparent cost estimates and a written process for what costs are considered reasonable. Blandon recommended that charges include special studies, monitoring, construction oversight and other specified activities.
Council members discussed that the streamlined process aims to speed development review while protecting the public interest. A motion to give the city manager authority carried 5‑0.
