Council adopts Measure A local program of projects for five-year period

The Guadalupe City Council unanimously adopted Resolution 2025-18 on March 20, 2025, approving the Measure A local program of projects that sets out the city's intended use of Measure A funds over the next five-year period.

Jeff (transportation presenter) explained that state Measure A rules require a publicly available program of projects showing how jurisdictions will spend the funds. He said the program is updated annually and that much of the Measure A revenue is earmarked for maintenance and staffing, while a smaller portion goes toward paving; larger paving program funding comes from the gas tax.

The council confirmed the item in a public hearing format in which staff framed the action as an annual public review item rather than a separate contested hearing. Council member votes were recorded by roll call: Council member Eugene Acosta, Council member Whitney Fernandez, Council member Amelia Villegas, Council member Christina Hernandez and Mayor Julian all voted aye.

What the program says: according to staff, Measure A funds will primarily pay for street system maintenance and personnel costs; some funds will be allocated to paving projects. Staff noted the program of projects is part of the required public transparency for Measure A expenditures and will be available to the public for review.

Formal action: The council's motion to adopt Resolution 2025-18 passed on a roll call vote; no public comments were made during the hearing.
