Greer approves pavement preservation program: two surface treatments for 2025

Greer City Council approved two pavement-preservation projects March 25 designed to extend the service life of city streets: a RecoMite asphalt rejuvenator contract covering about 3 miles of streets and an HA5 fog/fog-seal surface sealer covering about 4.6 miles.
Public Works staff described the RecoMite project, a topical rejuvenator that absorbs into asphalt to restore pliability and reduce cracking. "The proposed contract amount is $52,026.54 and is funded from the road paving fund," staff said. The treated subdivisions were selected from streets recently accepted for maintenance by the city; staff recommended a mid-summer start and noted Pavement Technology Inc. is the only licensed applicator for RecoMite in the region.
Staff then presented HA5 surface sealer work for older pavements (about 4.6 miles). The contract with Holbrook Asphalt, the licensed applicator for HA5 in the state, was quoted at $328,721.37 and will be funded by the road paving fund. Staff said the HA5 product is intended for roads up to roughly 10 years old (after crack sealing) and is commonly applied to streets after crack sealing. Council heard that the pavement preservation program aligns with APWA recommendations to dedicate 10'25% of pavement budget to preservation; the two projects bring Greer to about 19% preservation spending for the year.
Council members asked technical questions about selection, competitive availability of applicators, expected life extension and monitoring. Staff said reclamite is most effective on streets less than four years old and that HA5 is appropriate for older roads; they recommended treating streets early in the pavement lifecycle to avoid costly repaving. Staff said the empirical expectation is multi-year life extension and that RecoMite is typically applied in cycles (year 1, year 6, year 11) for best longevity.
Council approved both contracts by roll call. Staff and council discussed tracking treated roads over time and comparing treated streets against untreated control segments to evaluate life extension; staff said they will continue monitoring pavement condition indexes and report back.
