Mayor said materials will be purchased through the street department because staff could procure the items quickly. The Economic Development and Tourism Authority (EDTA) has agreed to reimburse the city for those purchases using $115,000 that Cherokee Nation set aside for the project; the EDTA indicated it will reimburse the street department on presentation of invoices. The mayor said he would place formal council approval on the full-council agenda Tuesday but asked the street department to order the materials so GRDA timelines are met.
Council members agreed the purchase should proceed to avoid project delays; Bruce (council) explicitly supported moving forward. The mayor said local suppliers could provide silt fence quickly and that longer lead-time piping would be sourced through procurement channels; staff estimated ordering lead time at about two weeks.
No bid waiver or formal contract award was recorded; staff said they would encumber a purchase order number and follow up with council action for final approval and reimbursement documentation.
