Highway 20 overlay delayed after contractor fails to secure ODOT permit; city readies bond demand

City officials told the Pryor City Council that work on the Old Highway 20 (Northeast First Street) overlay was delayed after the contractor reported trouble obtaining an Oklahoma Department of Transportation permit to move the milling machine.
Mayor said he received a message that Glover (the contractor) would not be on site as scheduled because ODOT would not permit the machine move; the contractor also had previously agreed to start in mid-February. The delay has left the project idle while the city waits for the contractor to secure the permit and mobilize.
City staff said they will contact the contractor to demand an explanation and, if the project does not begin promptly, will issue a 10-day letter to the contractor’s bonding company to pursue the performance bond. Dale (staff) prepared the 10-day notice as a step the city can take if Glover and Associates fails to mobilize.
Council members and staff discussed the project’s scheduling, prior public notices, and coordination around local events that influenced earlier scheduling decisions. Officials also said the contractor agreed to stage equipment at local fairgrounds and to place millings there for the city’s use when milling occurs.
No formal new contract action was recorded during the meeting; staff said they would continue to press the contractor for a timeline and that the city wants the project completed before change orders or bond claims are pursued.
