The Kuna City Planning Commission on March 25 recommended approval of annexation and preliminary plat and approved design review for Paloma Ridge South, a 3.31-acre addition to the existing Paloma Ridge subdivision that will create six single-family lots and one common lot.
Marina Lundy, planner in Development Services, said staff reviewed the proposal for compliance with Kuna City Code, the Kuna comprehensive plan and Idaho statutes referenced in the record, and recommended approval with modified conditions. Lundy told commissioners the project would connect to the existing Paloma Ridge subdivision via West Velvet Leaf Court and would not require significant sanitary sewer or water extensions.
Kyle Pruitt, land entitlement manager for Toll Brothers, presented the application. He said the minimum lot size would be just over 10,000 square feet with an average lot size of about 13,600 square feet. Pruitt said the project would provide about 17% open space overall, including a buffer along Linder Road, and that homes in the proposed Willow Collection would start near $500,000 and about 2,200 square feet.
Tim Jensen of Kuna School District stated the district had no objection, calling the addition a logical continuation of the previously approved project with minimal impact to district services. Commissioners discussed a proposed sidewalk/trail connection and whether one cul-de-sac lot should be fenced rather than opened to a walkway. Staff identified the lot as Lot 4C of Block 1 and recommended a condition allowing the west boundary to be fenced as part of the subdivision’s perimeter fencing.
The commission voted to recommend annexation and preliminary plat and to approve design review, adding the staff-recommended condition that Lot 4C of Block 1 along Linder Road may be fenced and need not connect to the internal walkway. The design review approval was recorded as carried by unanimous voice vote.
