Bountiful City planner Francisco Astorga presented a consolidated document of goals and actions from the city’s comprehensive general plan during the March 25 work session and asked the council for feedback on the “welcoming community” section as the council begins review of the full plan draft.
Astorga told the council the goals and actions were compiled from council feedback and prior element reviews that began in January 2024. He said the Planning Commission will review the comprehensive plan and it will return to the council for final adoption as the city’s legislative body.
Council members praised staff work but asked a few specific editorial and policy questions. One member asked whether action items that reference older statutory language (used to comply with a state requirement) should instead use the locally crafted place‑type names that the council spent time developing. Astorga explained the city retained the older statutory phrasing in some action items to avoid state compliance issues related to implementation language and cited a past Department of Workforce Services review. The council member accepted that explanation and dropped the objection for the time being.
Another member requested the document use the phrase “active transportation” or “pedestrian and active transportation” in several places in lieu of terms such as “non‑motorized” or “pedestrian facilities,” noting that the phrase is in common regional use and better aligns with transportation partners. The planner and mayor agreed the suggestion was reasonable but noted time was short and the council should return to the edits at a future work session.
Because the draft touches multiple plan elements (land use, housing, water and transportation), council members recommended keeping a running set of editorial notes for future sessions and asked staff to continue collecting detailed comments. The planner agreed to preserve council edits and to bring the full draft through the Planning Commission process before returning to the council for final adoption.
Ending The council paused further edits because of time constraints and agreed to continue the conversation in a subsequent work session. The planner and council members thanked staff for consolidating the plan and said they would resume detailed line‑level edits at a future meeting.
