The ordinance includes conditions that the property be subdivided from the remainder of Lot 1B, the use be limited to a CAVA restaurant, and that order/menu boards as defined in the UDC are prohibited.
Developer representative Walters said the buildings on the two lots are nearly identical and that long‑term leases (a 15‑year primary term) are in place, which he said provides stability for the community. Walters said the teams planned to file engineered plans in about 10 days and hoped for an opening before the end of the year.
Council members asked about vehicle stacking for pickup operations and whether the app‑based ordering systems would prevent long lines. Walters and the developer cited a Chipotle study indicating that 98% of the time there are three cars or fewer stacking and that app coordination reduces on‑site dwell time.
Public comment: none. The council opened and closed the required public hearing with no speakers.
Action: Motion to approve Ordinance No. 568 passed unanimously (6–0). Mayor King called for the site‑plan submittal to follow.
