Council approves Umbra Valley final plat and grants waiver to sanitary sewer extension at 1807 South Main

The Cleburne City Council unanimously approved the final plat for Lot 1, Block 1 of the Umbra Valley addition — a commercial lot of approximately 4.9 acres at 1807 South Main Street — and granted a waiver to the city's requirement to extend public sanitary sewer to the site.

Planning staff presented aerial imagery and described two potential public sewer extension routes investigated with the applicant. Staff said Option 1 would run a new sewer line across Highway 171 but the road dips to cross the railroad and the elevation difference would prevent a gravity connection. Option 2 would cross Highway 174 but would place the sewer pipe too close to the surface; the city's code requires at least four feet of soil cover over sewer lines. Given these constraints, the applicant requested to use an on-site septic system. Staff noted the lot exceeds the one-acre minimum and that, per subdivision ordinance, waivers to public-improvement requirements must be considered alongside the plat approval. The planning commission recommended approval including the waiver by a 7–0 vote on March 10.

At the public hearing the applicant’s representative, Mr. Wong, clarified the nature of the business associated with the existing SUP, saying it stages delivery vehicles (delivery vans for Amazon, FedEx and UPS) rather than operating as an 18-wheeler truck parking yard and described the operation as minimal, adding the expected sewer demand would be “essentially 1 toilet, 1 hand sink, and maybe another sink next to the coffee pot.” Following discussion, Councilmember Warren moved to approve the plat including the sanitary sewer waiver; the motion was seconded and passed unanimously.
