The City Council approved the release of the draft five‑year consolidated plan and the City's FY2025‑26 Community Development Block Grant (CDBG) funding recommendations and directed staff to publish the plans for public comment and submit final documents to HUD in May.
Nicole Piano Jones, Senior Program Manager in Housing and Homeless Services, presented the CDBG program overview, draft consolidated plan priorities and the proposed FY2025‑26 allocations. Jones said the city is an entitlement recipient of federal CDBG funds from HUD and that the estimated annual award for the coming fiscal year is $550,741. She described outreach conducted since August 2024 (community meetings, a bilingual survey and a stakeholder meeting) and said the consolidated plan priorities are affordable housing, homelessness and fair housing, with planning and administration, supportive services, and facilities and infrastructure as additional priorities.
Jones said the city received funding requests that exceeded available funds. For FY2025‑26, staff recommended awarding Legal Aid Society of San Diego the full requested fair housing allocation of $27,968 and allocating $82,180 for program administration. She noted four public‑services applications totaling $224,222 and recommended funding two programs from CDBG and shifting two others to an existing homelessness funding plan approved by the council earlier in the year. She also said two outside facility requests were not recommended because the projects did not have a demonstrable benefit to Carlsbad residents.
Jones outlined next steps: a 30‑day public review and comment period, finalization of plans, council adoption in April and submittal to HUD in May. A public hearing was opened and closed with no speakers. A council member moved and the council unanimously approved the resolution to adopt the draft consolidated plan and funding recommendations for public review.
