Planning and Zoning Commission approves corrected February minutes; staff updates three rezoning cases

The Planning and Zoning Commission approved corrected minutes from its February meeting and heard staff updates that three rezoning cases will return to the commission, commissioners said at a regularly scheduled meeting.

The commission approved the minutes with a correction to the recorded vote on public hearing item KZ71530-24, after a commissioner told the chair the agenda had listed five "nays" where those five had actually voted "aye" and two recorded "ayes" should have been recorded as "nays." The motion to approve the minutes, with that correction, was moved by Commissioner Bell and seconded by Commissioner Graham; all commissioners present voted in favor.

Interim director for developmental services Jacqueline Colton provided the staff updates. "We do have some updates to cases that, were heard before the P and Z recently," Colton said, naming three matters. She said the Hampton Road character-code rezoning, which the Planning and Zoning Commission had voted to forward to city council with a recommendation of approval, was remanded back to the commission by the city council for further consideration. Colton also said a Benbrook development rezoning that had been scheduled before council was not heard because the developer requested postponement; Colton said the developer asked that consideration be postponed until April 15 and that no public hearing was conducted at the council meeting. Finally, Colton reported that a rezoning related to the parks at Daniel Form (presented as a request affecting Bolton Boone and Daniell Dale) had been returned to the commission after staff determined the applicant had not addressed all elements of the original request; that case has been re-advertised and is scheduled to return to the Planning and Zoning Commission on April 8, Colton said.

The commission did not take additional action on the three rezoning matters at the meeting; Colton's remarks were presented as staff updates rather than agenda items open for deliberation or vote. During the same meeting commissioners asked staff and the public to keep Vice Chair Brooks and her family in their prayers after Colton reported Brooks was absent because her husband had a medical emergency.

The commission closed the meeting after the minutes vote and the community interest item. The Hampton Road, Benbrook development, and the re-advertised parks rezoning are expected back before the Planning and Zoning Commission on the dates Colton provided, pending any further scheduling or procedural changes.
