Euless City Council adopts 2025 Parks, Recreation and Open Space Master Plan

Mayor Linda Martin opened a public hearing and the City Council voted unanimously to adopt the City of Euless 2025 Parks, Recreation and Open Space Master Plan.

The plan, presented to the council by a city staff member identified in the meeting as Mr. Strachan, represents the final step in a planning process that began in January 2024 and incorporated public input, staff recommendations and consultant analysis by Dunaway & Associates. The parks board had unanimously approved forwarding the plan to council.

“Tonight is a very, special time for at least the parks department because this is our last step in the process, of our parks, recreation, open space master plan,” Mr. Strachan said during the presentation. Council member Bynum moved to approve the plan; Council member Price seconded. The council conducted a roll-call voice vote; all present voted yes.

Council members praised the community engagement used to develop the plan. Council member Bynum said the outreach allowed staff and the consultant to hear “what our citizens wanted, not what we thought.” Staff and the consultant presented the plan to the park board in March, and the board voted unanimously to recommend adoption to the council.

With adoption, staff may proceed to implement elements of the plan that have already begun, the council noted during the meeting. City staff did not specify a timetable for all plan elements during the public hearing; the plan was described as a “living, breathing document” that the city will implement over time.

The council’s action was recorded as a unanimous approval of Resolution No. 25-1673 adopting the 2025 Parks, Recreation and Open Space Master Plan.
