Council authorizes property acquisitions and potential eminent domain for Westgate/Windsor reconstruction

Denton City Council voted 6–0 to authorize offers and, if necessary, eminent-domain actions to acquire temporary and permanent easements and rights-of-way for the Westgate Drive reconstruction and Windsor Drive widening project.
The Denton City Council voted 6–0 on March 25 to adopt an ordinance authorizing the city manager and city attorney to acquire permanent drainage easements, temporary construction easements, permanent slope easements and rights-of-way necessary for the Westgate Drive reconstruction and Windsor Drive widening project.
Angel Delorey, senior real estate specialist in Real Estate Services, said the project (Westgate Drive reconstruction Phase 2) would widen Windsor Drive from I-35 northbound to North Southwestgate, reconstruct and widen North Southwestgate from Windsor to Bronco Way, upgrade storm lines and manholes, and provide connectivity from North Southwestgate to Bronco Way. The city plans water-line extension work from Coffee Drive to Bronco Way and updated driveway approaches to match the widened roads.
Delorey said the majority of acquisitions are temporary construction easements; construction is scheduled to begin January 2026 with an expected completion date of January 2028. The ordinance authorizes the city to make offers required by law and empowers the city attorney to file eminent-domain proceedings if negotiations fail.
Motion and vote: Representative from District 2 moved approval and the motion was seconded by Representative from District 4. After discussion the ordinance passed 6–0 on an electronic vote.
Why it matters: The project will change local roadway geometry and property access in the Westgate/Windsor corridor, affects multiple private parcels and includes stormwater and water-line improvements. Several council members noted the project has been discussed for years and will remove an awkward intersection alignment at Windsor and Westgate.
Next steps: Staff will proceed with property-appraisal and offer processes, contact property owners for negotiations and, if offers are not accepted, pursue eminent-domain filings as authorized by the ordinance. Construction is planned to begin in January 2026.
