Developers and staff presented a proposed Planned Development District 179 for approximately 33 acres on West Main Street (between US 67 and US 287) at the March 25 council meeting. The PD would allow a mix of community retail uses, including restaurants (with limits on drive-thrus), a convenience store with gas sales, hotel sites and a potential large-format home improvement store that would require a specific-use permit (SUP).
Staff described enhancements in the draft PD intended to improve gateway architecture and landscaping, to preserve existing retention ponds and to include water features and amenity areas along the frontage. The plan proposes multiple driveway locations and anticipates a new traffic signal on West Main Street pending TxDOT approval; the developer said they would work with TxDOT on signal placement and that the large-format uses would return for SUP and design review.
Council discussion centered on parking standards and circulation. Council members raised concerns that 10-by-18-foot parking stalls and 24-foot drive aisle standards are increasingly cramped for modern trucks and large SUVs and urged requiring wider drive aisles or a share of deeper (10-by-20-foot) stalls—particularly in the home-improvement area where contractor vehicles are common. The applicant and staff discussed options: keeping 10-by-18 spaces but increasing drive aisles to 26 feet, and reserving a percentage of larger stalls (25% suggested) in the home-improvement area. The developer indicated willingness to adjust aisle widths and consider a percentage of deeper stalls.
Councilmember Ross moved to approve the PD with amendments to require 26-foot drive aisles and a parking ratio adjustment to 1 space per 300 square feet for some use categories; the motion was seconded and discussed. The record shows debate and a motion on those technical parking amendments; the transcript contains the motion language and council discussion but the roll-call vote on the final ordinance text and any subsequent site-plan approvals will appear on the formal ordinance record and future submissions.
Staff emphasized that large-format uses and hotels would be required to return with specific site-plan and SUP review, at which time the council will review building elevations, signage and detailed parking layout. Council members asked staff and the applicant to incorporate higher-quality streetscape and landscape treatments along the West Main frontage.
