Council rejects bids for accessory building at Fire Station 2; city will rebid

The Midlothian City Council on March 25 voted unanimously to reject the bids received March 6 for construction of an accessory building at Fire Station Number 2 and to rebid the project.
Staff described multiple procurement irregularities among the proposals: several bidders included pricing when the solicitation required pricing be presented only at interviews; one contractor did not provide original and copy documents for the review team; one bidder submitted an unsealed proposal; another included a pricing sheet that was not allowed at that phase; and one bid omitted a required USB drive. Because the advertised submission package included specific formatting and submission requirements intended to ensure a fair review, staff recommended rejection and reissuance of the solicitation.
Councilman Ross asked whether bidders would be told the reasons their submissions had been rejected; staff said yes, they would inform bidders of the deficiencies and encourage them to reapply and comply with submission requirements when the project is rebid.
The motion to reject the bids and rebid the project passed on a recorded vote of 7 to 0.
