Town Center Zoning Text Amendment (TXT2025-269) Motion & outcome: Councilmember Van Grama introduced the zoning text amendment to implement Town Center Master Plan recommendations (three floating zones, parking minimum adjustments, ground-floor use provisions). The council waived the layover period and adopted the amendment by unanimous voice vote. Staff said the Planning Commission had recommended approval.
Electric Vehicle Readiness Plan Motion & outcome: Councilmember Mark Miles moved to adopt the Electric Vehicle Readiness Plan as amended; the motion was seconded and adopted unanimously. The plan sets policies for pricing, parking minimum flexibility and curbside charging models and directs staff to prepare permitting and design standards.
Consent agenda: construction contracts Motion & outcome: The council approved the consent agenda, which included (A) award and authorization for the City Manager to execute a contract responsive to the IFB for construction of Lincoln Park Community Center Improvements and (B) award and authorization for the City Manager to execute a contract for the Lehi streetlight conversion, Phase 2. The motions to approve the consent agenda passed by unanimous voice vote.
Appointments and reappointments to boards and commissions Outcome: The council approved a slate of appointments and reappointments that were presented early in the meeting. These included, among others, appointments and reappointments to the Community Policing Advisory Board, Cultural Arts Commission, Ethics Commission, Environment Commission, Financial Advisory Board, Human Rights Commission, Recreation and Park Advisory Board, Senior Citizens Commission, and Transportation and Mobility Commission. Each individual motion was presented, seconded and approved by voice vote.
Budget public hearing and next steps Action: The council opened the FY26 operating and CIP budget public hearing; staff said the public record and an online survey remain open through April 7. The council did not adopt the FY26 budget on March 24; budget work sessions and a final balancing exercise are scheduled ahead of adoption.
