Planning and zoning rolls out online permitting portal; commissioners convey Providence Farm annexation waiver to planning commission

Amy Mordock, director of planning and zoning, and her team demonstrated the department’s new online permitting and citizen access portal Tuesday, reporting rising usage and several upcoming feature additions.
Mordock said the portal — which the department has been implementing alongside a data service vendor transition to Tyler Tech — now supports a broad range of permits and has processed hundreds of submissions since going live. Staff members Lauren Pyle and Megan Peake highlighted user features: a home screen with quick links, account linkage to historic records, how‑to guides, permit tracking and document access. The presenters said the portal currently supports more than 50 permit types and that staff had processed about 220 permit submissions since launch; they reported active account growth and a primarily residential permit mix (accessory structures, solar, electrical, single‑family dwelling permits).
Planning staff described built-in workflow tracking so applicants and the public can see a permit’s status and where any review hold exists. The team also said the portal will add electrician license renewals, liquor-license applications and planning department applications in the coming months.
On annexation business related to Providence Farm (an annexation petition the town of Centerville submitted), Mordock explained the property had a prior open-space agreement and plat language anticipating eventual annexation and that the town is seeking a waiver of the county’s five-year hold on zoning reclassification for annexed lands. Planning staff said the town intends to seek rezoning to a traditional neighborhood form once annexed and that the county must convey a position to the planning commission so that body can provide a recommendation back to the commissioners. The board voted to convey the request to the planning commission for review.
Ending: Planning staff asked the board whether it wanted to move the annexation item later in the agenda to allow immediate action; commissioners voted to forward the waiver request to the planning commission for recommendation and to continue portal rollout and training with partner agencies.
