Commission approves series of interlocal agreements, contracts and grants including $3.7 million property purchase

Davis County commissioners on March 25 approved a slate of business items including interlocal agreements, contract amendments, grant pass-through funding and a commercial real estate purchase.

Among the larger items, the commission ratified a commercial real estate purchase contract (tax ID 120010206) for $3,700,000 and authorized the chair to sign incidental documents identified in the purchase contract and addenda. The purchase contract was presented by Brian Hatch, director of county health, and the commission approved it by voice vote.

The commission also approved an interlocal agreement with Kaysville City for local transportation fund payments totaling $3,000,000 for reconstruction of 200 North (approximately 1.3 miles from Main Street to Fruit Heights border). The agreement will run from March 25, 2025 through March 25, 2027.

Other approved items included: - A resolution providing notice to West Bountiful City of the county's intent not to impose a local sales tax to fund recreation, arts and parks (RAP) facilities (agenda item 4). - A resolution providing notice to Layton City of the county's intent not to impose a local sales tax to fund recreation, arts, museums and park facilities (agenda item 5). - Amendment No. 54 to state contract A03/1991 (county contract 2020-283) with the Utah Department of Health and Human Services for $368,000 in pass-through funding for mental health and substance use disorder services (agenda item 6). - A notice to quit and vacate real property (tax ID 0601200120013) to ROA General Inc., doing business as Reagan Outdoor Advertising, relating to an expired billboard lease (agenda item 10). - An interlocal cooperation agreement with Farmington City for the Lagoon Station Park shuttle: $90,000 payable from active transportation funding ($30,000 per year for three years) (agenda item 11). - Corrections to previously adopted budget resolution account numbers and authorization to set up an Amazon business account to replace use of the state contract for county purchases (items 12'14). - Amendment No. 2 to the county's contract with Zions Public Finance to exercise the final two-year extension under the current agreement for municipal financial advisory services (item 15). - An interlocal, multi-jurisdictional IT agreement to provide mutual support for technology services during major incidents (item 19). - Library agreement with PatronPoint for mass-email services, $17,854 for April 1, 2025'March 31, 2026 (item 20). - Sheriff's Office items: ratification of a professional services contract with Intermountain Testing Services Inc. for inspection services ($7,500), a training agreement for a deputy ($16,848), and an amendment to a Building Resilient Infrastructure Communities (BRIC) grant adding $6,666.67 (items 21'23). - Routine consent items (24—3) approved as a block.
