Midwest City authorities approve $846,691.88 contract for Centrillion railroad spur

The Special Economic Development Authority voted to award a $846,691.88 contract to Donnelly Construction LLC to build a railroad spur to serve Centrillion and delegated the authority chair to sign the contract. The Midwest City Hospital Authority subsequently approved the same contract and will finance the work, authority members said.

The project contract calls for 90 calendar days to complete the railroad spur. Carrie Evenson, assistant public works director, told the authorities the work is part of an economic development agreement to provide rail access for Centrillion. "This is for the Centrillion Railroad Spur as part of the economic development agreement, with Centrillion. And, Donnelly Construction will be building that railroad spur to serve Centrillion," Evenson said.

Officials said two bids were received and the Donnelly Construction bid was the low bid and came in under expectations. A member noted the reason the item appeared on both the Economic Development Authority and the Midwest City Hospital Authority agendas: the spur will be built on EDA-owned property but financed by the hospital authority, so both bodies must approve and sign off.

The EDA and then the Hospital Authority recorded motions and votes to approve the award. The motions were seconded and the presiding officers announced the motions carried. The EDA delegated the chairman to execute the contract on the authority's behalf.
