Transit trust accepts 30% transfer‑center design, directs staff to continue full design and bid documents

The Lawton Transit Trust accepted a 30% design for phase 1 of a proposed transfer center and directed staff to pursue contracts for the remaining design and construction bid documents.

Design presentation and scope

Architects from Wendell W.D. Architecture presented a phased plan that reuses part of a police storage building for a conditioned 2,500‑square‑foot transfer center and a covered 12‑bay bus platform. Phase 1 would create passenger waiting space, staff offices and covered bus canopies; later phases could add maintenance and service capacity if funding allows.

Cost and schedule

The consultant team provided a preliminary construction cost estimate for phase 1 at about $3.6 million, including contingencies and escalation. The trust heard the 30% design is conceptual and that additional design milestones (60% and 90%) are required for bid documents and permitting; staff said the 30% package was produced to support grant applications and initial funding requests.

Trust direction and vote

Trust members voted to accept the 30% design and to direct staff to negotiate a contract for remaining design and construction documentation. The motion carried unanimously at the trust meeting.

Context

Trust and staff said the transfer center design assumes relocation of an evidence/storage function currently in the building; that relocation and its costs are not included in the transfer‑center estimate and would be handled separately. The trust noted federal grant applications will require shovel‑ready documentation and said completing the design is a prerequisite for future construction and grant funding.
