The Anna City Council on March 25, 2025, approved a package of consent items and a series of resolutions and contracts by unanimous votes.
Consent and housekeeping: The council approved routine consent items grouped as 6a, 6b, 6c, 6d, 6e, 6g and 6i in a single motion and vote (7-0). The consent package included standard administrative and noncontroversial items required by law; the council did not remove additional items for separate discussion.
Park development fee credit agreement (Item 6f): The council approved a park development fee credit agreement with Jefferson Villages of Waters Creek LLC that gives the developer credit against park development fees in exchange for constructing a 10-foot-wide concrete trail through Carroll Park, connecting to trail segments within the Jefferson Villages development and to a 13-space public trailhead near Persimmon. City staff said the trail will create a major corridor linking Pecan Grove, Park Place and adjacent developments. The motion passed unanimously (7-0).
Council-chambers audiovisual contract (Item 6h): The council authorized the city manager to contract with Ford AV under the Texas DIR cooperative-purchasing program to replace the chamber's audio system, including dais and podium microphones, an audio processor and a three-year service agreement. IT Manager Chris Talbot said the purchase addresses persistent sound problems and noted the contract covers installation and ongoing support. The vote was unanimous (7-0).
Shirley Farms Public Improvement District (Items 7b/7c): The council opened and closed a public hearing and then adopted a resolution creating the Shirley Farms Public Improvement District (PID) and ordering related public improvements. City staff described Shirley Farms as a more-than-1,000-acre development east of Highway 5 with an eventual buildout of roughly 3,000 single-family units. The developer team (Telus Group and Shirley Peters Partners) petitioned for the PID; staff said the developer projects grading and public infrastructure to begin in the second quarter of 2025 and noted later action will be required to adopt a service and assessment plan and to issue PID bonds. The council approved creation of the PID unanimously.
Landing Public Improvement District (Item 7d): The council adopted a resolution setting a public hearing for April 22, 2025, on the proposed Landing PID, a project staff described as an approximately 83-acre development east of Anacapri that could yield about 336 single-family lots and PID fees projected at just over $1 million. The motion to set the hearing passed 7-0.
Qualified Hotel Project support (Item 7e): The council adopted a resolution supporting Texas House Bill 3066 and Senate Bill 2297 to allow the city to participate in the state's Qualified Hotel Project program. City staff said the program would permit a qualified convention-center hotel to retain the state's portion of hotel occupancy and nearby sales tax receipts for up to 10 years to help fund infrastructure associated with the project. Council members asked about allowable uses and whether the state-level change was guaranteed; staff said the city has worked with the bill authors and is already listed on the draft legislation. The council voted unanimously to support adding Anna to the program.
All motions described above passed by unanimous roll-call votes recorded in the meeting minutes as 7-0. City staff noted that several items (for example, the Shirley Farms PID) will require follow-up approvals before financing or construction can proceed.
