Brian Ram, a former participant in a local guaranteed income pilot, said monthly payments helped him care for an ill spouse and reduced stress. Lauren Dalbert, who described herself as a disabled veteran and a designer of a community‑led guaranteed income pilot in Contra Costa County, said pilots show predictable positive outcomes and urged the committee to move the bill forward as a next step to scale proven programs.
Numerous county and nonprofit representatives, including Los Angeles County supervisor representatives, First 5 California, the Western Center on Law and Poverty and county welfare directors, testified in support. Supporters said pilot evidence shows benefits for housing stability, health and economic mobility.
Committee members voted 5 to 2 to pass AB 661 to the Assembly Appropriations Committee. The roll call recorded two no votes; one member explained a no vote during roll call. Supporters said the bill is designed to study implementation tradeoffs and administrative challenges rather than immediately creating a statewide benefit.
