Board authorizes $10.12 million change order for Cobbs Creek Reservoir construction and up to $190,000 for pump seals

The Henrico Board of Supervisors on March 25 approved two construction change orders for the Cobbs Creek Reservoir project that together total more than $10.3 million.
Mister Chan (Public Utilities Director) told the board the project reached substantial completion on Nov. 8, 2024, and county staff and the contractor had negotiated a change order for $10,123,837.05 to resolve outstanding claims for additional work and design changes. The Department of Public Utilities also anticipates a separate final change order to complete work on raw-water pump seals estimated not to exceed $190,000; Chan said funding is available in the Water and Sewer Revenue Fund.
Motion and outcome: A motion to approve the change orders (agenda item 95-25) was made, seconded, and adopted by the board (voice vote; no recorded opposition). County staff said the change orders are intended to resolve outstanding construction claims and complete remaining pump-seal work. Funding will be provided from the Water and Sewer Revenue Fund as presented by staff.
