County updates FEMA claims status; commissioners approve fund transfers and routine finance items

Rogers County emergency management staff told the board that most FEMA disaster projects tied to the county’s disaster declaration are winding down. The county’s program delivery manager was demobilized and a supervisor will assume responsibility for remaining items, staff said.
Staff reported that two road projects — one in District 1 and another in District 3 — are expected to be declared ineligible by FEMA, and the county will move forward with an appeals process. Staff said the county has other projects currently obligated and that donated-resource credits will offset future federal cost-share obligations; staff characterized remaining funds related to management costs as “hanging in limbo.”
On administrative business, the commission approved a $550 transfer within the county clerk’s general fund from maintenance and operations to capital outlay to purchase a laptop, approved 20 blanket purchase orders totaling $86,040 for material and supplies, and voted to accept monthly officer reports cleaning up prior-month filings. The board also approved a cooperative agreement with Dennis Buckalew authorizing entry onto private property to remove brush from a right-of-way pursuant to Oklahoma Statute Title 69, subsection 643.1.
The commission approved payment of purchase orders across departments and adjourned. No emergency appropriations or major new spending measures were adopted during this meeting.
