Postsecondary commissioner outlines affordability study, funding methodology and higher education priorities

Shannon Gilkey, Rhode Island—s postsecondary commissioner, told the Senate Finance Committee on March 25 that the Office of the Postsecondary Commissioner (OPC) will deliver findings from an affordability study in summer 2025 and begin a second phase to develop a methodology for funding higher education within 6–9 months after that.
Gilkey reminded senators the office serves as the administrative arm of the state—s governing board for Rhode Island College and the Community College of Rhode Island and listed six broad statutory responsibilities for OPC, including oversight, policy coordination and data management.
