Committee hears brief support for HJ 4, a proposed interim study of artificial intelligence

The committee heard a brief informational presentation on House Joint Resolution 4, an interim-study proposal to examine artificial intelligence and recommend policy guardrails. Representative Gary Perry described HJ 4 as a narrow, preparatory step: "study AI and make sure that we know what the good parts are and put the set the sideboards on that are gonna protect our citizens," he said.
Supporters included the state’s Internet Crimes Against Children commander and a computer-crimes subject-matter expert, who urged lawmakers to study AI capabilities, risks to privacy and potential benefits to Montana industry and law enforcement. Testimony emphasized the need for a deliberate, non-reactive approach to regulation and advised the committee to consider technical definitions, workforce impacts and privacy protections as part of any eventual policy.
Ending: Sponsors proposed that an interim study would help the Legislature write measured AI policy during future sessions and asked the committee to forward the resolution to create the interim committee.
