Planning commissioners in the Town of Loomis held an annual workshop on March 25, 2025, to review their responsibilities under the general plan, the California Environmental Quality Act (CEQA), and meeting rules. The commission reappointed its chair and vice chair by roll call, administered an oath to incoming commissioner Peggy Lee and received staff updates on active projects and a continuing litigation matter.
The session, led by Planning Director Christie, concentrated on the commission's advisory role to the Town Council, how planning documents relate to one another and how CEQA functions. "The general plan is the constitution for the town for planning and development," Christie said, explaining that specific plans, the zoning ordinance and municipal code must be consistent with the general plan. She described CEQA as "an informational and disclosure document" that identifies potential impacts and mitigation measures rather than directing whether a project must be adopted.
Christie summarized duties commissioners should follow when reviewing projects: read staff reports and environmental documents, visit sites if appropriate, disclose outside contacts to avoid Brown Act issues, and focus questions on objective facts such as density, location and duration. "You are serving sort of as a jury on a project," Christie said, describing quasi‑judicial project review such as site and design review, major conditional use permits and major variances.
The commission repeatedly emphasized staying within legal limits when exercising discretion. Commissioners cited recent statewide planning guidance and pending laws that may require additional general plan elements by 2028, including fire and circulation components, and noted the practical importance of adopting objective standards. One commissioner said the academy sessions were "eye opening" about the limits state law places on local discretion and the need to craft clear objective standards for review.
Staff updates in the planning directors report noted that the Hidden Grove project remains in litigation and that there was "no change" in its status. Christie said the town will begin a municipal code update to ensure consistency with the general plan after addressing proposed changes to the towns inclusionary housing fee. Staff also provided brief status updates on pending projects:
- Quick Pack Car Wash: applicant working on a CEQA document and revising layout to avoid wetlands; consultant work in progress. - Creekstone Senior Living Community: a proposed 15‑unit independent and assisted living project; Helix contracted to prepare the CEQA document. - Carmenere Estates (formerly Del Mar Farms): subdivision application for 24 lots; Rainey contracted for CEQA work. - Harvest Oaks Subdivision: application for 14 lots along Brace Road at Stone Road; design refinements underway. - Bankhead 2 subdivision: 6‑lot subdivision; applicant refining design. - Reserve subdivision at Rockland and Barton Roads: application for 20 lots; staff working with the applicant. - Pure Life Pilates: proposal to repurpose an existing residential building to a pilates studio in Central Commercial zoning; will require a use permit and additional parking.
Christie said the town has ongoing SB 9, lot split and accessory dwelling unit (ADU) permit activity and urged commissioners to raise questions early so staff can prepare answers for meetings. She also said the town will post the new Placer County fire hazard map on the Town of Loomis website and will place a hard copy in the town hall lobby.
The commission conducted several routine votes during the meeting. A motion to retain the current chair (Tim) and to appoint the mover as vice chair for 2025 passed on roll call with four yes votes (Commissioner Kelly, Commissioner Wilson, Commissioner Lee and Chairman Underco). A motion to adopt the agenda and the consent agenda each passed on roll call with the same four yes votes. The commission administered the oath of office to Peggy Lee as an incoming planning commissioner and read a proclamation honoring outgoing commissioner Ryan DeMartini.
Commissioners who attended the California planning academy reported takeaways about impending state mandates, increased emphasis on fire and circulation elements and the practical value of objective standards to preserve local review authority. Several commissioners said the new Placer County fire hazard mapping had shifted some Loomis parcels into higher risk categories and that the change could affect insurance for some homeowners.
The commission scheduled its next regular meeting for April 22, 2025, at 7 p.m. Christie reminded commissioners that the town's public counter hours are Monday through Thursday and that building inspections are scheduled on Mondays and Wednesdays. She also urged commissioners to contact staff early to request additional information for packet materials.
