Staff said technical refinements had been made to align plan provisions with the city’s zoning code and to clarify project responsibilities. The department recommended committee approval.
Developer and nonprofit representatives said the plan was community-centered and had included outreach to neighborhood councils, residents and local business stakeholders. Alexa Washfal, identified as a chief development officer for a nonprofit developer involved with the project, said the plan “is focused on communities and will help future generations of San Pedro.” A representative of organized labor urged that workforce standards be built into implementation documents.
The committee approved a resolution to adopt the general-plan amendment, area vesting, and a code amendment establishing the San Pedro area as a special area (new municipal code section 8.3.5) and directed the city attorney to prepare ordinance language. Staff noted the environmental clearance record (EIR certification number 20110633 was cited) and the Planning Commission recommendation of Jan. 16, 2025. The vote was unanimous.
Votes and next steps The committee vote was recorded as unanimous in favor (5–0). The motion directs the city attorney to prepare implementing ordinances and the planning department to finalize technical corrections already transmitted to the council record.
Context Staff said refinements were technical and intended to align the plan with existing zoning and environmental certifications. The project will proceed through subsequent hearings and ordinance adoption steps before construction permits are issued.
