Sellersburg staff reports water system PER, meter inspections and easement negotiations; Sunflower Valley easement work awaits developer approval

At the March 24 Town of Sellersburg meeting town staff reported several infrastructure steps underway: submission of a preliminary engineering report (PER) and asset management plan for a water system upgrade to the Indiana Finance Authority (IFA) on April 1; start of field inspections of meter pits in older neighborhoods; and ongoing easement-acquisition tasks connected to the Sunflower Valley project.
Mike Harris of JTL said the town has submitted a supplement to the Sunflower Valley contract that would let the town take on easement acquisition work; the council and staff said they were waiting for the developer's approval to proceed. "We're just waiting on them to give us the go ahead," Harris said.
Charlie, a town staff member, briefed the council on the water system work and timeline: the PER and asset management plan are on track for an April 1 submission to the IFA, which typically posts a list of successful applicants in July and disburses funds in the fall. Charlie also said field inspections of meter pits will begin in older sections of town to determine pipe materials and detect lead service lines.
On wastewater and pump-station work (Ivy Tech pump station No. 2), staff said they have received a DNR permit and all required easements except one. Tree clearing related to the project must be completed by April 1 because of Indiana bat habitat constraints; staff noted contractors will begin clearing with oversight this week.
On SR 31 utility and road work, staff said INDOT coordinates utility relocation schedules and a sequence of utility companies (gas, electric, telecoms, water/sewer) will relocate infrastructure in stages; actual road construction is scheduled for 2026, while some utilities began relocating earlier in 2025.
Why it matters: The PER submission and easement work are prerequisites to applying for state financing and to moving forward with upgrades and road projects that affect town water, sewer and right-of-way access.
The council received the reports and directed staff to continue coordination with the IFA, INDOT and project consultants.
