Planning division staff presented draft goals and policies aimed at promoting more compact development inside Eugene's urban growth boundary, telling the Sustainability Commission the work will feed into a 2026 adoption package. Rebecca Gershow, with the Planning Division, said the Urban Growth Strategies project is “identifying the tools, actions, policies, and the land needed for the next 20 years in Eugene to support living wage jobs and housing that everyone can afford.”
The draft compact development chapter, staff said, contains three goals and 15 policies intended to guide land use inside the urban growth boundary. "The first draft goal in this chapter is titled compact urban form," Gershow said, reading the draft goal: "to foster an attractive urban development pattern that promotes efficient use of resources, facilitates equitable development and access to community assets and reduces Eugene's carbon footprint." She told commissioners the policies are likely to change as staff collect feedback this year.
