One council member said, "You have to round up in the event that there's, so if if 5 doesn't pass the threshold, then you go up to 6," and another asked that the document state "6" definitively to avoid future uncertainty.
On vice mayor rotation, staff noted an existing practice and asked whether the rotation length should be codified. After discussion staff said they would confirm whether the rotation is seven or eight months; at one point the group agreed that "It is 8 months. It's in our code." Council members also asked to include a clearer statement on the mayor's formal role and the seating arrangement currently used in practice.
Councilors discussed definitions used in the draft, including a proposed definition of "newspaper" for public posting. Several council members questioned whether the word should remain in the code after staff checked state law. Staff referenced Arizona Revised Statutes 38-431.02 (notice of meetings) and said that statute does not currently require a newspaper posting; several councilors recommended removing or aligning local language with the state statute.
On agenda and packet timing, staff proposed shifting several submission deadlines that were written for a prior meeting schedule (Thursday meetings) so materials do not fall on a weekend. Councilors agreed the packet timing language should be updated and asked staff to return redlined language clarifying deadlines for agenda items and handouts; the council accepted a staff suggestion that handouts be submitted to the town clerk no later than 24 hours before the meeting for dissemination.
What happens next: staff will update the draft rules to (a) state explicitly that a three-quarter threshold on a seven-member board equals six votes, (b) confirm and codify vice-mayor rotation timing, (c) align publication/posting language with A.R.S. 38-431.02 or remove the "newspaper" definition, and (d) return packet and handout timing to avoid weekend cutoffs.
