The amendment, which committee members said matches an agreement reached by the prior conference committee, breaks the bill's Section A into subsections A1 and A2 to add day service providers and restructures subsection B into paragraphs 1, 2 and 3 to describe a notice-and-review process. "If this amendment looks familiar, it's because it should and this is the same amendment that was handed out yesterday that previous conference committee agreed to," said Jenna, research staff, explaining the changes.
Committee Chair moved to amend House Bill 2,240 with the draft amendment; Senator Murphy seconded the motion. The committee approved the amendment by voice vote, with the chair announcing, "Ayes do have it." The chair then moved to pass the bill out of the conference committee as amended; Senator Murphy again seconded, and the measure was passed out favorably by voice vote.
The amendment requires state agencies seeking the described change to provide notification to the Legislative Coordinating Council (LCC). Under the revised language, the LCC may take action to approve or refuse such agency requests. One committee member said she had tried to work with agencies to craft new language but that those proposed changes "seem to create more questions than it answered," and no alternate amendment was offered at the meeting.
