Chair Jocelyn Pena Milnick convened the hearing and said the bill would be considered in full committee after subcommittee review.
Senator C. Anthony Muse, sponsor of Senate Bill 587, told the committee the commission would research Marylands history of slavery and subsequent policies and "make recommendations on appropriate benefits for individuals impacted by historical inequality in the state of Maryland." Muse said the commission would examine how historical injustices contributed to disparities in wealth, education, housing and health and would propose eligibility criteria and possible remedies.
"This commission represents an important step toward first acknowledging and addressing the harm inflicted upon generations of Black Americans," Senator Muse said. He described the commission as "a structured research driven approach" that could recommend a range of remedies, from official apologies to economic, educational or community-based benefits.
