Planning Commission recommends rezoning, preliminary plat for 100-home Holland Homes subdivision to City Council

The Norton Planning Commission voted to recommend that City Council consider rezoning about 50 acres on Cleveland-Massillon Road from RU1 (single-family) to R3 (single-family) with a Plan Cluster Residential (RPC) overlay and to forward a preliminary subdivision plat for what the applicant describes as a roughly 100-lot residential development known on the filings as “Holland Homes.”

The recommendation, which does not itself change zoning or approve construction, will be considered by City Council in a public hearing. The commission’s rezone motion passed 3–2; the preliminary site-plan recommendation passed 4–1.

The rezoning and preliminary-plat requests drew extended public comment from neighbors who said the property contains wetlands, springs and an oil well and expressed concern about runoff, sewer and traffic. Commissioners and the applicant discussed code requirements, buffers and the need for engineering and regulatory review.
