Neosho County authorizes up to $25,000 for mold remediation at Chanute Judicial Center, asks for contractor updates

The Neosho County Board of Commissioners on March 25 authorized immediate mold remediation work at the Chanute Judicial Center, approving expenditures up to $25,000 and directing staff to return for additional authorization if remediation exceeds that amount.
Commissioners and county staff described visible mold in two rooms formerly used as holding cells that were recommissioned as a law library. County staff said initial remediation contractor SERVPRO was asked to begin removal of contaminated plaster and ductwork cleaning and would stop and report back if they encountered additional contamination.
"I'll make a motion that we approve work at the Judicial center in Chanute for the mold problem, with a price of up to $25,000 and then let you know, come back to the commission and see if it gets to that," a commissioner said before the motion passed unanimously.
Staff described the problem as originating from moisture intrusion through the historic building's brick-and-mortar foundation and window wells. Commissioners voiced concern the $25,000 figure was a preliminary limit because the contractor's estimate was a "preliminary estimate only" and chipping away plaster could reveal additional mold and require wall reconstruction.
County staff recommended starting with targeted remediation of the two affected rooms, cleaning associated ductwork and pausing before reconstruction. Commissioners asked staff to contact the City of Chanute about exterior repairs and any possible cost-sharing, because the city's previous work had addressed exterior foundation areas and replaced windows but the interior remained the county's responsibility per deed documents discussed at the meeting.
Staff also recommended interim measures such as dehumidifiers to reduce moisture and prevent further growth; commissioners asked staff to identify someone to maintain any running dehumidifiers and to report back on drainage or permanent fixes for window wells. The motion included instructions that the contractor should stop, provide findings and an updated estimate if remediation progressed beyond the initial remediation scope.
