The Overton County Board of Education reviewed a proposed contract renewal for Director of Schools Dr. Homan on March 11 that would adjust compensation to $108,000. District staff said the increase reflects the series of teacher raises that moved teacher base pay to $50,000 and is intended to align the director's compensation with those changes.
A district administrator presenting the item explained that the proposed contract otherwise retains existing language on duties, sick leave, professional growth and evaluation procedures. The presenter said he had discussed the proposal with Dr. Homan and that the director was agreeable to the terms.
Staff briefed the board on comparative compensation research. The presenter said surrounding counties vary in their director pay: one county with roughly half the students pays $108,000, while another with about 1,000 more students pays roughly $120,000. Using an average of regional districts, the presenter said a $44-per-student average would put the director's pay nearer $129,000; an analysis of TSBA salary data done about 18 months earlier suggested the Upper Cumberland average would be about $112,000.
The proposed contract includes evaluation expectations and performance thresholds tied to school ratings. The contract language presented says a school that falls below a score of 3 for two consecutive years would trigger a one-year probationary period for corrective action; failure to raise scores could lead to unilateral termination for cause.
Board members asked for more detailed evaluation data and state dashboard information before voting. The presenter said the evaluation results and relevant district dashboard scores would be compiled and distributed to board members; the contract will be placed on the agenda for a vote at the next board meeting.
No vote was taken on March 11.
