Overton County board endorses one-time $2,000 teacher bonus; eligibility questions remain

The Overton County Board of Education approved a resolution on March 11 to accept state-appropriated funds for one-time bonuses of $2,000 to eligible teachers for the 2024-25 school year.

Board members discussed the resolution during the meeting after an item was introduced referencing Chapter 7 of the public acts and the Educational Freedom Act. "The general assembly passed chapter 7 of public acts, appropriated funds to provide one-time bonuses of $2,000 to each teacher employed in a K-12 school system for the 24-25 school year," a board presenter said.

A motion to approve the teacher bonus resolution was made by Reid Dodson and seconded by Ben Danner. Board members debated which positions the statute covers. Some said the language tied the definition of "teacher" to an existing educator definition in TSBA guidance; others said training they attended suggested about 25 percent of teachers in each district might not qualify because they are not classroom teachers.

"I don't think any of the board members were in favor of the voucher program. I think it's a negative for rural communities," an unnamed board member said, noting the board had opposed the Educational Freedom Act but would still accept the one-time bonus funds for teachers. Several speakers expressed relief that teachers would receive a bonus despite opposition to the broader program. Board members said the payout was expected in July 2025 or within the 2025-26 timing discussed in state guidance.

The board approved the resolution by voice vote; no roll-call tally of yes/no votes was recorded in the transcript. Board members emphasized the board was approving acceptance of funds for teacher bonuses only and not endorsing other elements of the Educational Freedom Act.

Board members requested clarity about which positions are eligible and asked staff to monitor state guidance about the definition of "existing educator" used for the bonus distribution.
