The St. Francois County Commission authorized the assessor to enter into an agreement with EJ Rice to provide printing and mailing services for the county’s reassessment, with the approval contingent on publishing a 10-day notice allowing other vendors to object.
County staff said the final number of mailings and the total contract cost were not yet confirmed at the time of the meeting. Staff explained that the estimated cost will exceed the county’s $12,000 publication threshold, which requires publishing notice of a sole-source procurement; if another vendor responds within the 10-day notice period and can demonstrate capability, the county would have to proceed to competitive bidding.
Commissioners approved posting the sole-source notice and authorized the assessor to enter the agreement only if no valid objections were received during the required notice period. Staff said they expected to have the definitive number of mailings by the end of the day after running recalculations and that budget adjustments would be made as needed.
