KOOCHICHING COUNTY, Minn. — After reviewing four proposals, the Koochiching County Board of Commissioners on March 25 approved awarding a design‑build contract for a new shop and garage to J & J Construction.
Procurement and selection
County staff issued a request for proposals that allowed bidders to propose both design and construction approaches. The county received four proposals; the low bid on price was $583,000 from NCI, while J & J proposed a $587,000 stick‑frame building with 2x6 framing, sheeted exterior walls and spray‑foam insulation. Reviewers ranked J & J highest because their proposed building used heavier framing and insulation that the county judged to be more durable for long‑term use.
Budget and funding
The county budgeted $500,000 for the project. Staff said state aid is expected to cover roughly 78% of the cost, with the county responsible for approximately 22 percent — a local share of about $130,000. The board authorized proceeding with J & J and stated the county will use reserves to cover the modest increase above the original estimate.
Next steps and site details
Commissioners discussed utility needs including a propane boiler for in‑floor heat, possible new well and septic for the site, and management of floor drains and wastewater. Staff said some site work — including permitting for plumbing, septic and possible well drilling — remains to be resolved. The contract award was approved by the board and staff will move toward final contracting and scheduling.
