Resident tells Cochise supervisors Serenity Ranch dogs barking, welfare checks unresolved

Jennifer Lieberts, a Cochise County resident, told the Board of Supervisors on March 25 that a neighboring property she identified as Serenity Ranch is home to dozens of dogs and that repeated complaints to animal control have not resolved the problem.
“I live next to 40 dogs. I have to wear earplugs just to go outside in the afternoon and sit on my property,” Lieberts said. She described multiple unproductive attempts to have animal-control officers perform welfare checks and said officers were not returning follow-up calls. She said the owner — identified in her remarks as Eileen Smith — at times claimed the operation was a rescue and told Lieberts to file complaints, but Lieberts said the county’s ordinances are unclear about limits on the number of animals and enforcement.
Lieberts also described an incident in which the neighbor filed a police report and a restraining order against her, which was later quashed. She told the board she had submitted photos to staff showing an enclosure for a pit bull she named “Money.”
When Lieberts finished, a county staff member identified as Kathleen acknowledged the animal-control division and the board said a department staffer would look into the complaint.
No formal action was taken; the comments were recorded as public input for county staff to investigate.
