TABC reports heavy AIMS use since go-live, flags vendor QA issues in phase 2

TABC IT staff reported that since AIMS went live through March 10 the system had processed tens of thousands of transactions and experienced substantial user activity while the agency continued phase-2 and phase-3 development.
Laurie Sanchez, deputy director of the IT division, said AIMS had recorded roughly 52,000 original license applications, about 99,000 renewal applications, 92,000 product registrations and approximately 37,000 account-business transactions; she added that AIMS had seen about 2.7 million logins to the system.
Sanchez said the agency has faced challenges in phase 2 related to design requirements, development quality and vendor quality-assurance testing. To address those, TABC and the vendor are conducting "shadow sessions" with end users, the vendor revised its QA plan and the agency updated the project management plan and contract amendment to reflect revised testing and design processes.
Phase 3 work, Sanchez said, focuses on internal staff functionality and a smaller set of industry-facing items. The presentation listed order-management as the principal industry-facing item that would allow private clubs to intake membership-card orders; other phase-3 items in the minimum viable product (MVP) focus on data edits, permission enhancements, bond-grouping management and record retention.
Sanchez and staff characterized the MVP as achievable and stressed that the agency is balancing risk, staff impact and budget limitations while prioritizing core functionality that benefits industry and internal workflows.
No regulatory changes were proposed during the presentation; IT staff said they will continue working with the vendor to improve quality assurance and complete MVP scope items in future phases.
