Council backs Board of Education transfer requests; chair authorized to send supportive correspondence

The County Council authorized the chair to transmit correspondence supporting two Prince George's County Board of Education (BOE) financial transfer requests during its March 25, 2025 business meeting.
Adrienne Albert, Director of the Education and Workforce Development Committee, summarized the Board's FY2025 financial review and transfer request number 1, which the committee considered on March 10, 2025. Albert said the request would repurpose $19,500,000 in unrestricted allocations and $38,500,000 in restricted allocations. The uses described in the record include implementation of SB0427 to provide menstrual-hygiene products at no cost to students, McKinney-Vento services, special-education transportation, mental-health supports for noncommunity schools through the end of the fiscal year, special-education instructional services and increased utility payments. Albert said the Board's fiscal year 2025 operating budget would remain at $2,900,000,000 and the EWD committee voted 4–0 in favor.
Councilmember motion and roll-call produced a 9–0 vote to authorize the chair's signature on proposed correspondence in support of the BOE FY2025 transfer request.
The council also authorized support for the BOE fiscal-year 2024 transfer request number 5. According to the presentation, that transfer would repurpose funds to comply with the Board's participation in the risk-management fund to provide coverage for workers' compensation, general liability, auto liability and property claims. The record states the transfer would repurpose "$1,100,000,000" from unrestricted other instructional costs to unrestricted fixed charges and that the Board's FY2024 operating budget remains $2,800,000,000. The Education and Workforce Development committee reported a favorable vote. The council approved the proposed correspondence by roll call (motion recorded as carrying 8–0).
Albert noted that Exhibit A of each fiscal note and the board action summaries list categorical changes. The council's votes were procedural authorizations to transmit the council's position to the Board of Education; no direct appropriations or transfers were made by the council itself during the meeting.
