SACOG presents regional "Blueprint" update; Yolo County projects highlighted

Representatives from the Sacramento Area Council of Governments (SACOG) briefed the Yolo County Board of Supervisors on March 25 about the 2025 regional plan update known as the "Blueprint," describing public outreach results, the plan's fiscal constraints and priorities, and local projects that align with the regional vision.
Casey Luzon, SACOG executive director, said public outreach emphasized seven themes: the need for options and choices in travel, equitable access to opportunity, housing affordability across life stages, safe and convenient transportation, climate resilience and the need to do more with less as revenues lag rising transportation costs. "People need options and choices," Luzon said when summarizing outreach findings.
SACOG staff said the plan forecasts population, housing and job growth to 2050 and must be fiscally constrained to match reasonably expected revenues with projects. SACOG highlighted Yolo County projects consistent with Blueprint priorities: County Road 98 bicycle and safety improvements (phase 2), County Road 102 bike lane and safety work (design funded by Highway Safety Improvement Program grants, construction expected 2026), and regional trail initiatives coordinated through the Yolo Active Transportation Corridor planning effort.
Board members praised regional coordination while noting Yolo County's land preservation policies shape how and where growth can occur. SACOG staff said the next steps include releasing a draft plan and environmental impact report for public review in May, followed by a final plan and EIR adoption anticipated in November.
